Can one simply learn to draw well?

I have no talent in the visual arts. My drawing skill doesn't go too far beyond stick figures. But drawing is something I've always been interested in as a way of expressing what's on my mind. I always imagine the most vivid, beautiful, and surreal things. It pains me that I just can't create them. Is drawing skill 100% a gift, or can your talent be developed?
