Do you feel that Y!A does this on purpose?

Like sometimes i'll be answering questions, and it will be like Yahoo Answers is taking a breather. I just got to level 3 today, and i'm just wondering if they do that so it will take you longer to get to the next level. I'm not like one of those people who has no life, and only wants to be the top level on Y!A, but it bothers me. I really just needed something to do tonight, so why is it doing that. I've been on here for like 2 years, and yea i'm just now getting to level 3, so it's not that this is all i do. Just right now it's all i have tonight.
